Five Dangerous Bills


 

We're watching five dangerous bills currently working their way through the 37th Guam Legislature.


Bill 318-37

Bill 318-37 now being considered by the Guam Legislature would appropriate $400,000.00 to train an unspecified number of persons to become “doulas”, or persons who assist pregnant women throughout their pregnancy. While this sounds very good, the bill does not prevent the funded organizations from training “full-spectrum” doulas that could provide material assistance in aiding women to have abortions. The organization mentioned in the bill does in fact do this. The bill is sponsored by Thomas J. Fisher, Joe S. San Agustin, Roy A. B. Quinata, William A. Parkinson, Dwayne T.D. San Nicolas, Christopher M. Dueñas, Tina Rose Muña Barnes, Jesse A. Lujan, and Amanda L. Shelton.

Bill 162-37
Bill 162-37 now being considered by the Guam Legislature would amend the Women’s Reproductive Health Information Act of 2012 by removing all in-person informed consent requirements for telemedicine abortions. It also proposes to increase sex education with emphasis on contraception and accessibility to contraception in public schools. The bill is sponsored by Senators William A. Parkinson and Thomas J. Fisher.

Bill 106-37

Bill 106-37 now being considered by the Guam Legislature proposes an island-wide referendum on abortion that would remove all restrictions on abortion. Partial birth abortion would be ALLOWED. Parental consent would not be required for minors. Abortion up to birth would be legal, and there would be no requirement for abortionists to report abortion statistics. The bill is sponsored by Senators Thomas J. Fisher and Tina Rose Muña Barnes.

Bill 111-37

Bill 111-37 now being considered by the Guam Legislature mirrors 106-37 except that it does not include the referendum. The bill is sponsored by Senator William A. Parkinson.

Bill 355-37

Bill 355-37 is a supplemental funding measure that contains a sneaky line item to appropriate $400,000.000 for the purposes of establishing the doula program that certain senators are trying to implement with Bill 318-37 (see above). The bill is sponsored by Senators Joe S. San Agustin, Roy A. B. Quinata, Tina Rose Muña Barnes, William A. Parkinson, Dwayne T.D. San Nicolas, Amanda L. Shelton, Christopher M. Dueñas, Jesse A. Lujan, and Thomas J. Fisher.
